Estimation of accidents Al-Ahsa refers to the assessment of risks posed by construction works in Egypt. It is basically the standard report submitted to the Ministry of Finance and based on statistical data provided by Egyptian authorities. The standard report was prepared by a surveyor appointed by the Supreme Council for Health and Human Rights (SCFHHR) based in Cairo. The survey was carried out within six months from the accident occurrence. The results are then sent to the SCFHR and the director general of the Ministry of Interior.

Any construction job has the potential to bring a number of unexpected accidents. This is especially so when it involves a highly risky construction site where human life and property are highly dependent on the results of the project. In addition to the inherent dangers, the unpredictable nature of such projects leads to an increase in the likelihood of incurring unanticipated risks and dangers during the operation as well as after the completion of the project. There are several factors that come into play once the project starts operation and one of them is estimating accidents at a certain place or period before the actual onset of the problems. The primary objective of this standard report is to provide the MCA with statistical information on the occurrence of accidents within the construction site from the time of inception until the end of the project.

There are two stages in the process of estimating accidents within the construction site. These stages are the Pre-accident Assessment Stage and the Post-accident Assessment Stage. The pre-accident stage involves the basic investigation into the accident’s cause, scope and nature. This helps determine the nature of the injuries and damages incurred by the victims and any survivors. It is here that estimations are made on the likelihood of the victims filing a claim against the liable party based on the physical and mental conditions that were faced as a result of the accident.

The second stage is the Post-accident Assessment Stage. Here, estimations are made on the effect of the accident on the completion of the construction jobs, schedule and budget. Based on these estimations, corrections are made and the overall expenses are re-examined. After the completion of the construction, the owners of the project are required by law to submit their financial statements to the MCA for its review. The MCA will then determine whether the claims filed by the victims and their dependents are valid.

Accidents can take many forms, such as falling from high heights, slipping and falling on ladders, heavy machines, construction equipment malfunction, lack of proper protective measures, and earthquake. These cases require different methods of investigation. For example, in cases of accidents that resulted in serious physical damage or injury, estimations are made on the potential monetary losses that could occur, like loss of earnings, medical bills, rehabilitation and therapy costs, property damages, and disability benefits. After this stage, corrections are made on the construction schedule and budget.

The third stage is the Re-evaluation Stage. In this stage, the MCA presents their findings to the victims and their legal representatives. The goal of this assessment is to provide the necessary remedies and adjustments on the construction projects to prevent similar incidents in the future. The Assignments Department will assign a representative to the projects to monitor and evaluate the work performance.
